It also gave apps a standard way, the theme app extension, to drop their own block into an existing section, instead of a theme needing separate custom code written for every app it wanted to support. A theme built for this architecture and an older theme can look nearly identical to a shopper, but the newer one is far easier for a merchant to rearrange, and far easier for a developer to extend, without rewriting the page from scratch.
A theme built on Online Store 2.0 means more of the day-to-day rearranging can happen without touching code, and a wider range of apps can slot their features directly into an existing page rather than bolting on a separate widget. It does not remove the need for a developer: a layout, section, or piece of logic that is not already built into the theme still has to be built, which is custom Shopify theme development.
Online Store 2.0 left Shopify's role as a CMS where it was. What it changed is where a page's layout lives. A template becomes a JSON file listing its sections and their settings, so rearranging a product page is a change to saved data that the theme editor makes, rather than a change to the theme's code.
It can keep running a store, but it will not offer the same drag-and-drop flexibility on every page that a theme built for Online Store 2.0 does.
