Read the title of every service page on your website and check that each one names a service you sell and a place in the Phoenix metro where you actually work. The Census Bureau's County Business Patterns counted 114,586 establishments with paid employees across the Phoenix-Mesa-Chandler metro's two counties in 2023, and in a market that size a business competes within its own category and its own area, not across the whole metro. So the first job of SEO here is deciding which searches to go after, then shaping the site around the areas you really serve.

The Phoenix-Mesa-Chandler, AZ metro area gained 377,643 residents between April 1, 2020 and July 1, 2025 in the Census Bureau's Vintage 2025 estimates, a change of +7.8 percent that took it from 4,851,295 to 5,228,938. By that July 1, 2025 estimate the metro is the tenth largest of the 387 metropolitan statistical areas in the Census Bureau's file. It is made up of two whole counties, Maricopa County and Pinal County, and Phoenix city is one of the 36 active incorporated places that the Bureau's 2025 estimates list with territory in them.
County Business Patterns, the Census Bureau's series that counts business locations, found 114,586 establishments with paid employees in the metro in 2023. An establishment is one physical location, which can be a whole company or one of a company's several locations, and the series leaves out the self-employed and any business without paid employees. For a few of the sectors the series reports, the 2023 counts were 10,303 establishments in Construction, 11,620 in Retail Trade, 15,942 in Professional, Scientific, and Technical Services and 16,243 in Health Care and Social Assistance. The Bureau's separate Nonemployer Statistics count 452,437 businesses with no paid employees in the metro in 2024, a different unit and a different year, so the two figures are read side by side and never added together.
None of those counts tells you how many of those locations sell what you sell in the part of the metro you serve, or how any of them show up in search. That figure comes from looking at your own category in your own area, and that look is part of what an audit is for. What the counts do show is a market too large and too varied for one page about Phoenix to speak to all of it.
Grading pages and checking titles needs no one but the owner. SEO work handed to Kelly WM is done remotely from Orlando, Florida; with a Maricopa County or Pinal County business, calls, texts, emails and video meetings take the place of office visits. Kelly WM has no office in either county and no staff there, and every figure this page gives about the metro comes from the official sources listed at the foot of the page.

The City of Phoenix says it is divided into 15 urban villages, each with a Village Planning Committee appointed by the Mayor and City Council, and the City's Village Planning Handbook calls those committees advisory to the Planning Commission and the City Council. The villages are planning areas inside the city, and the names on the City's May 2026 council district map include Ahwatukee Foothills, Maryvale, Deer Valley, Estrella and Camelback East. For a business that works only part of Phoenix city, the City of Phoenix's village planning pages give the City's own names for its parts, and whether your customers use those names is something your own calls will tell you.
Beyond the city line, Maricopa County's Quick Facts page describes the county as including cities and towns and "several unincorporated communities" and names Phoenix, the state's capital, as the county seat. The County's Framework 2040 Comprehensive Plan, adopted May 20, 2026, says that plan governs only unincorporated areas and that each municipality within Maricopa County has its own general plan for its own jurisdiction. Each incorporated place has its own name and its own jurisdiction, and a page that names one of them speaks to a customer there, not to one in the next place over.
The list of places also moves: Pinal County's Board of Supervisors approved a resolution incorporating San Tan Valley on September 17, 2025, after the January 1, 2025 boundary date the Census Bureau's 2025 estimates use, so the places a site names are worth checking against current local sources rather than an old list.
The website report card's own page is plain about its limits: the tool has "no view of your rankings, traffic, backlinks, reviews, Analytics, Search Console, or Google Business Profile, and no idea who your competitors are." A clean grade speaks for the one page it read, and nothing more.
Nor can anyone promise where a page will rank. Google's guide to how Search works says Google doesn't guarantee that it will crawl, index or serve a page, even one that follows its Search Essentials, and Google's guide on whether you need an SEO says, "No one can guarantee a #1 ranking on Google." Google's SEO Starter Guide adds that some changes might take effect in a few hours and others could take several months, and that you likely want to wait a few weeks before judging whether work helped; our article on how long SEO takes goes further into that timeline.
None of this means you have to hire anyone. Google's guide on whether you need an SEO also says, "If you run a small local business, you can probably do much of the work yourself." Grading your pages and checking their titles and place names is the start of that work, and it costs nothing but time.
A site that competes in the Phoenix metro is built around its category first and its area second. Category leads, because a person searching for a roofer is looking at roofing businesses. The Census Bureau counted 336 Roofing Contractors establishments and 1,224 Landscaping Services establishments in the metro in 2023, figures that size a trade without saying which of those locations work the same part of the metro you do. Area comes second: Google's account of how Search works says relevance can depend on the searcher's location, so the pages that count are the ones about the places your jobs really come from.
That turns into a short list of decisions. Pick the services you want more of and the places you can reach and serve well. Give each service a page that answers what a buyer asks before calling, and add a page for a place only when there is something true to say about the work there. Google's SEO Starter Guide says keywords in a domain name or URL path alone have hardly any ranking effect beyond appearing in breadcrumbs, and that content length alone doesn't matter for ranking, so neither a city in the web address nor a longer page does what a useful page does. Which band applies is decided by your category and your actual competitors after an audit, not by the city name. A place earns its own page when the business really works there and the page can describe that work in a way the site's other pages do not. The City of Phoenix alone says it is divided into 15 urban villages, before a single other city or town in the two counties is counted, so a page for every name would mostly repeat itself. Google says its ranking systems are designed to prioritize helpful, reliable information created to benefit people. Start with the places your jobs actually come from.
