The decision that shapes SEO for a business in the Chicago metro is what to target, and the answer is the service it sells in the places it actually serves, not the word Chicago on its own. The Census Bureau's Vintage 2025 estimates put the Chicago-Naperville-Elgin, IL-IN metro area at 9,434,123 residents on July 1, 2025, the third largest of the 387 metropolitan statistical areas in its file, and its County Business Patterns counted 248,519 business establishments with paid employees there in 2023. Nobody searching for one service in a market that size is choosing among all of them.
Book a free consultation →For a business anywhere in the Chicago metro, the first SEO decision is what to aim at, and the service it sells in the places it really serves holds up better than the word Chicago against each criterion below. The Census Bureau itself does not treat this market as one city. It calls this metro the Chicago-Naperville-Elgin, IL-IN metro area, and by the Bureau's definition a metro area of that kind is built from whole counties: one or more counties tied to an urban area of at least 50,000 people, with neighboring counties added when strong commuting ties link them to that core.
Each criterion points the same way: build around the service and the places, and let the word Chicago appear where it is true.
The Census numbers for the Chicago-Naperville-Elgin, IL-IN metro area describe a very large market whose population did not grow between 2020 and 2025, with employer counts that measure locations rather than competitors. In the Census Bureau's Vintage 2025 estimates, the metro area had 9,454,432 residents on April 1, 2020 and 9,434,123 on July 1, 2025: 20,309 fewer residents, a change of -0.2 percent. Neither figure says demand for any one service rose or fell, but together they rule out a plan built on the idea that a growing market will lift every site. The work here is answering more of the searches that already happen.
County Business Patterns, the Census Bureau's series on employers, counted 248,519 business establishments with paid employees in the same metro in 2023. That is a count of locations, not companies: an establishment is one physical location, a company may have several, and every location counted had paid employees at some time that year. The self-employed, and any business with no paid employees, fall outside it; the Bureau's separate Nonemployer Statistics series counted 955,302 nonemployer businesses, firms with no paid employees, in the metro in 2024. The two series use different units and different years, so they are never added together.
For selected sectors, County Business Patterns' 2023 counts in the metro area were 32,828 employer establishments in Professional, Scientific, and Technical Services, 29,768 in Health Care and Social Assistance, 25,308 in Retail Trade, 23,392 in Other Services (except Public Administration), 22,707 in Construction and 22,059 in Accommodation and Food Services. A sector is still not a search. Inside Construction, by the industry codes the Census Bureau uses, sits Roofing Contractors, with 768 employer establishments in the same 2023 count, and a roofing search is decided among roofers, not among every construction business.
Even an industry count says nothing about which of those locations rank, advertise or work your side of the metro. What a plan needs is how many businesses sell what you sell where you sell it, and the Census counts on this page do not carry that number. It comes from looking at your own market at the start of the work.

Weigh that as one criterion among the others. Whoever answers (407) 694-2055 is also the one doing the work, and the cost of that is a single calendar: one builder's schedule, not a large shop's.
Distance has a cost here as well. Photographs of real jobs and crews, an in-person meeting with your team and a look around a job site all go better with someone nearby, so the plan either does without them or uses the pictures and material you already have, and the choice is spelled out. Google's own guide to hiring an SEO lists "Expertise in specific markets and geographies" among the useful services agencies and consultants provide, and if being able to drop by your agency's office outweighs what the agency produces, a firm in the metro is the better fit. The City of Chicago is divided several official ways inside its own limits, and those official divisions are not the same thing as neighborhoods. The Office of the City Clerk says the city is divided into wards, municipal legislative districts each represented in the City Council by an alderperson, with 50 now in effect, and the City's data portal publishes its ward map for May 2023 onward, with the Chicago Board of Election Commissioners as data owner. The City's Department of Planning and Development is the listed owner of a different map: seven planning regions, with a time period of March 2020.
The Chicago Metropolitan Agency for Planning (CMAP), in its Community Data Snapshots, counts 77 Chicago community areas and calls them "the official borders the city uses to collect data," static boundaries used for analyzing population data since the 1920s. Neighborhoods are a different thing. In CMAP's words, "Neighborhoods are much more fluid and can change depending on the year and depending on who you ask." The City's portal also publishes a neighborhoods dataset developed by the Office of Tourism, and of that dataset it says: "These boundaries are approximate and names are not official."
For a website, the difference decides which names can carry a service page. A community area has a boundary the City publishes and CMAP describes as static, which makes it a steady way for an owner to say where a business works inside the city; a neighborhood name is fine in a sentence, but the City's own neighborhoods dataset calls its boundaries approximate, so a page that leans on one should also name the community area or areas it means. A ward number tells a customer who represents a block in the City Council, not where your crew goes.
Beyond the city limits the units change again. In the Census Bureau's 2025 estimates, 345 active incorporated places have territory in the metro's 13 counties, Chicago city among them, and each of the others has a name of its own. A page for one of them earns its place only when it says something true about the work there that no other page on the site says; a stack of pages with the town name swapped is the opposite. Organize the site by service first and place second. Give a place its own page only when you have something true and specific to say about the work there.

Yes, if the page means the mapped region and nothing looser. The City of Chicago's Department of Planning and Development is the listed owner of a planning region map on the City's data portal, with a time period of March 2020 and seven regions named in capitals: FAR SOUTH, NORTHWEST, CENTRAL, SOUTHEAST, WEST, SOUTHWEST and NORTH. It is a planning map, not a list of neighborhoods, so check a region's boundary on the portal before a page claims to cover it.
